Step 1: Map Markets Before You Map URLs
Before deciding on a URL structure, define which markets you are actually targeting by language and by country, these are two different axes. Targeting French speakers in France, Belgium, and Morocco with one identical French page ignores that search intent, competitor sets, and even preferred terminology diverge across those markets. Use Google Ads Keyword Planner filtered by country (not just language) to confirm search volume actually exists for your target terms in each country before building a page for it. This single step prevents the most common and costly mistake: building 12 country pages when only 4 have meaningful search demand.
Once markets are confirmed, pick your URL structure: subfolders (domain.com/fr-ma/) consolidate domain authority fastest and are the right default for most brands managing this in-house. ccTLDs (domain.ma, domain.ae) signal the strongest local trust to users and to some degree to Google, but split link equity across separate domains and multiply technical maintenance. Subdomains sit in between and rarely justify the added complexity. Whichever you choose, hreflang tags must appear on every localized page, must be fully reciprocal (each page lists every other language version, including itself), and must use correct ISO 639-1 language and ISO 3166-1 country codes, fr-ma for French in Morocco, not fr_MA or ma-fr.
- Confirm search volume per country (not per language) with Keyword Planner or Semrush's country filter before building a market page.
- Pick subfolders as the default structure unless you have dedicated local teams that justify ccTLDs.
- Implement fully reciprocal hreflang tags with correct language-country codes on every page, including an x-default fallback.

- Build a country-specific link-building plan; local .ma, .ae, or .fr backlinks carry more geo-relevance signal than generic .com links.
